The
environmental services section is led by Mr. Brian K. Pancher,
a co-owner of WPI.
For the past 15 years Brian has been managing environmental
issues for public and private projects at the federal, state
and local levels. His main areas of expertise include
ecological analysis, resource management and planning, natural
resource inventory, stream and riparian assessments, watershed
planning and permitting. Brian has prepared and reviewed NEPA
environmental documents, federal and state permits (Section
404/401), and natural resource technical reports for projects
across the nation and his past experience as an employee of
various state and federal environmental agencies has provided
him with valuable insight into today’s project needs and to
coordinate complex environmental and engineering issues
throughout the design process to final PS&E. |

Issues Effecting Wetlands
Wetlands historically have been
converted to other uses. Since the late
1700’s > 50% of wetland resources have
been manipulated, impacted or destroyed
to create roadways, cropland and
development.
Wetlands are important resources
that provide values such as flood
control, improve water quality and
provide habitat for various types of

Resources and the Permitting Process
The ecological
principals of resource management, restoration, mitigation and
protection are all intertwined with human objectives such as
commercial, industrial, residential and economic development,
resource extraction, recreation, utility and transportation
projects and water resource issues. Although natural and
man-made changes are inevitable, state and federal legislation
exists to regulate the extent and type (s) of environmental
impacts that are concurrent with projects.
The
